The long-delayed Placer Street project in Redding will be completed and repaved

A project to improve a major thoroughfare connecting west Redding neighborhoods and businesses to downtown is finally nearing completion.

The city announced that crews will begin repaving Placer Street at 6 p.m. Friday and work is expected to be completed by 5 a.m. Monday.

During this time, access to Placer between Pleasant Street and California Street will be limited to residents who live along that stretch of Placer, members of First Presbyterian Church, and emergency vehicles.

Placer will be repaved from just east of the Pleasant Street intersection to Railroad Avenue, just before the railroad tracks, said Deputy Public Works Director Josh Anthony.

“We need to close the road at California Street so that drivers don’t get stuck on that small section of roadway and have to make a U-turn. So the road closure is a little bit larger than the paved section,” Anthony said.

The repaving comes three days after the City Council approved $1,155,000 in emergency funding to expedite the repaving work, which had been scheduled for mid- to late October, Public Works Director Michael Webb told council members Tuesday.

The money comes from the city’s streets budget (a total of $935,000) and the wastewater services fund (a total of $220,000), Webb said.

The Placer Street project began in 2022, but some of the underground sewer infrastructure wasn’t installed properly. That meant the city had to go back and do repairs, which has delayed the repaving of Placer, Webb said.

“We couldn’t bury infrastructure that we knew wouldn’t stand the test of time,” Webb said in a news release. “These emergency repairs needed to be done before we could begin repaving Placer Street to avoid digging into a newly paved street.”

Webb said the city knows the delays have been an inconvenience to residents and businesses, but the city is excited to finish this critical part of the project over the weekend.

Placer Street will be reconfigured with a single lane of traffic in both directions and a center turn lane. Parallel parking will be available on both sides of the street.

Final painting of that stretch of Placer is expected to be completed by Sept. 20.

“In the meantime, temporary demarcation lines will be installed. The City asks drivers to pay extra attention while driving through the area until the final demarcation is completed,” the press release said.
